Yes. PESVerse supports group stages that feed into a knockout bracket, including per-group qualifiers and wildcard-style qualifiers.

Is this only for one-off tournaments?

No. You can run one-off cups, but PESVerse is also designed for persistent universes with clubs, seasons, rosters, drafts, and history.

Do players need accounts to view a tournament?

Public universe and competition pages can be viewed by guests. Admin actions such as setup and result entry require the right role.
